refactor: 迁移 gateway.ini 至 core/configs/，删除已废弃的 confs 和 confs2 模块

- gateway.ini 从 confs/configs/ 迁入 core/configs/（真实目录替代符号链接）
- core/_set.sh 移除创建符号链接逻辑
- core/.gitignore 移除 configs 条目
- 删除 confs（Python）和 confs2（C++20 归档），配置分发已内嵌于 core
- 更新 gateway/README.md 配置文件路径
