fix: 部署脚本补装 liblogc，修复 CA 等服务启动失败

_inst.sh 缺少 liblogc 安装步骤，导致生产服务器上
ca/gateway/captcha2/confs2/smtp3/core 链接 libus_logc.so 失败无法启动。
在 libmsg 之后、gateway 之前插入 inst_module liblogc。
