Register the Opus 4.8 pelican (provenance TBD); ignore wrangler local state

The artifact landed unregistered which would fail CI's loose-file check;
note marks harness/effort as to-be-confirmed. worker/.wrangler/ cache is
local tooling and leaves the repo.
