chore: jedi 显式预装 (requirements.txt + launcher 第三方白名单)

- requirements.txt 加 jedi: 装依赖即自动预装 L2 语义验证后端 (纯 Python) - launcher.third_party 加 jedi: scan_imports 重写 requirements 时不会丢 - 验证: py_detect 内缩进 import jedi 可被扫描正则捕获 - 无 jedi 仍自动降级纯标准库, 低配设备行为不变; 53 passed 零回归
